I do think so! In fact, vaysh was explaining to me in some earlier post about how the DTH fest came to be, and it was definitely because of the perception that Draco typically bottomed in fics. And it's entirely possible that the existence of that fest has helped changed the amount of bottom!Draco fics being written even for other fests too. It's a great fest!
